Delegate Howell moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Com. Sub. for S. B. 412 -- “A Bill to amend and reenact §21-1C-5 of the Code of West Virginia, 1931, as amended, relating to prohibiting the Division of Labor or a public authority, pursuant to the West Virginia Jobs Act, from disclosing any document or record of wages paid to any other entity or person; providing exceptions on the prohibition against disclosure; providing that any document submitted or filed pursuant to the West Virginia Jobs Act that includes records of actual wages paid to employees or information contained therein shall be deemed confidential and proprietary and shall not be considered a public record; and providing that a court of competent jurisdiction may order the release of such documents or information.”
